Fourteen severe flood warnings have been issued and many people have been evacuated in the areas of Surrey, Somerset & Berkshire.
Meanwhile Met office has warned of more heavy rain later in the week.
There are currently 410 tonnes of water passing through Staines every second, and 2,500 homes in the county are at risk of flooding, the spokesman added.
