Establishing An Institute Who Can Give Approval For Development Projects Needed- Says CEA

Stressing the Environment Impact Assessment (EIA) process has not been satisfactory for around 25 years since its introduction in 1993, the Central Environmental Authority (CEA) emphasized on the need of a single institution which can carry out overall review on development projects before granting approval for such projects.

The deputy director general of the CEA and head of environmental assessment section, Kanthi De Silva expressed those views while participating to National Conference on Environmental Impact Assessment on August 28 at Battaramulla. She further added that that occurring due to policy level and technical level weaknesses.

She pointed out that there is no proper way of granting approval for development projects in Sri Lanka.

“EIA is only one aspect and there are many other areas which need approvals to developmental projects. There is no institute who can evaluate all these reviews, taking overall impression and approve the project. The CEA only handles environmental section of a project while other institutions like various ministries give approvals based on various other aspects. The urgent need of moment is establishing such institute who can give approval for developmental projects,” she said.

She further added that there was no any mechanism over determine the resource allocation for projects.

Meanwhile the former director general of CEA, Ramani Ellepola said that according her point of view there has been not a single genuine EIA in until now from the beginning of EIA process and all has been included false details.
